General information on visas
In connection with the suspension of the activity of the Consular section of the Russian Embassy in Kabul, the following temporary procedure for issuing visas to citizens of Afghanistan is applied in the Consular section of the Russian Embassy in Iran since October 25, 2022.
The Consular section accepts for consideration and issues visas of all categories to citizens of Afghanistan in the prescribed manner, which implies the need to present a permit for continuous stay in Iran for more than 90 days, provided for in paragraph 9.1 of the Regulation on the establishment of the visa form, the procedure and conditions for its design and issuance, extension of its validity, its restoration in the event of loss, as well as the procedure for visa cancellation approved by the Decree of the Government of the Russian Federation No. 335 of June 9, 2003.
In order to improve the quality of service for applicants requesting for a visa to enter the Russian Federation, the Russian Visa Center operates in the Consular District of the Embassy.

Working hours of the Russian visa center:
- Working days: Sunday-Thursday
- Reception of documents by appointment: 9:15 to 14:30.
- Documents handing over: 9:15 to 14:30 (prior appointment is not required).
- Days off: Friday, Saturday, official holidays.

The objectives of the center are to speed up and simplify the procedure for obtaining a visa, create the most comfortable conditions for applicants, explain to them the rules of entry and stay in the Russian Federation, check the completeness of documents that are the basis for issuing a visa, as well as represent the interests of applicants at a consular office when submitting (receipt) documents on their behalf.
The decision to issue or refuse to issue a visa, as well as the issuance of the visa itself to foreign citizens, remains the prerogative of Russian consular institutions.

In this case, when filling out electronic application form on the website visa.kdmid.ru choose the place of submission of the application — Embassy of Russia in Tehran.
Please note that applications for visas are carried out strictly by a prior electronic appointment through the abovementioned website and only during the working hours of the consular section. Those who do not have an appointment will not be received by the consular section.
In order to exclude cases of fraud with the pre-registration system, the Consular department accepts documents only from those persons whose personal data were entered into the system when registering the application. If the information specified in the system does not match the data of the applicant, whose documents are submitted to the Consular section, they are not accepted for consideration. Reservation in the system of one time slot for admission to foreign missions provides for the possibility of submitting only one set of documents.
Please note that if foreign citizens apply for a visa from a country other than their country of nationality, they must present a permit for continuous stay in the Islamic Republic of Iran for more than 90 days. These rules are provided for in clause 9.1 of the Regulations establishing the form of a visa, the procedure and conditions for its registration and issuance, extension of its validity, its restoration in case of loss, as well as the procedure for canceling a visa, approved by Decree of the Government of the Russian Federation of June 9, 2003 No. 335.
