Please note that applications for notary services are carried out strictly by a prior electronic appointment through the website and only during the working hours of the consular section. Those who do not have an appointment will not be received by the consular section.

Consular officers of the Russian Federation abroad are authorized to perform the following notarial actions:

  • Authentication of copies (True copy);
  • Authentication of signature on documents
  • Legalization
  • Power of attorney
  • Verification of translation

Please note that all the abovementioned consular services can be obtained via the Russian Visa Center in Tehran.

AUTHENTIICATION OF SIGNATURE ON DOCUMENTS

The Consular section provides Signature Authentication for documents that do not conflict with Russian Legislation. During Signature Authentication the Consul certificates the identity of an Applicant. Please note that in compliance with Article 80 of the Fundamental Principles of the Russian Federation on Notary, the Consul authenticates the signature only and not credibility of the facts stated in the document.

To receive a Signature Authentication on a document at the Consular section, one should book an appointment (https://tehran.kdmid.ru/queue/) and bring the original document as well as passport to pass the identification procedure.

LEGALIZATION OF FOREIGN DOCUMENTS TO BE USED IN RUSSIA

Foreign documents which are intended for use in the Russian Federation, are being legalized by the Russian consulates abroad after passing the legalization procedure in the Ministry of Foreign Affairs of the host country or any other authorized official institution of the state of origin of the document in accordance with the laws of this state.

As for Iran, such an institution is the Ministry of Foreign Affairs of the Islamic Republic of Iran. To legalize a document at the Consular section, one should book an appointment and personally presents to the following documents:

  • application;
  • an identity document, and for legal entities – a power of attorney to represent the interests of the legal entity;
  • a document confirming the payment of the consular fee;
  • a document subject to consular legalization, as well as a copy of all its pages.

Review duration of the documents submitted for legalization is three working days.

Documents drawn up or properly certified by the consulates of foreign states in the Russian Federation are to be legalized by the Consular Department of the Russian Foreign Ministry.

Note:

The Islamic Republic of Iran is not a signatory to the "Convention of 5 October 1961 Abolishing the Requirement of Legalisation for Foreign Public Documents". Consequently, official documents certified by Apostille, have no legal force in the Islamic Republic of Iran and are not exempted from legalization procedure.

LEGALIZATION OF RUSSIAN DOCUMENTS TO BE USED ABROAD

Documents drawn up by the Russian authorities and intended for use abroad should be legalized, unless otherwise stipulated by the provisions of international agreements abolishing legalization procedure (should both Russia and the state of use of the document be signatories).

The legalization of the Russian documents to be used abroad is usually done with the following scheme:

  1. The notary office in Russian attests a copy of the document and its true translation into a foreign language;
  2. The Ministry of Justice of the Russian Federation indicate the authenticity of the signature and seal of a notary;
  3. Consular Department of Russian Foreign Ministry confirms authenticity of the seal and signature of the Russian Justice Ministry official.
  4. After the legalization of the Consular Department of the Russian Foreign Ministry documents must be legalized by the Consular Section of the Embassy or the Consulate General of the State where they are to be used.

POWER OF ATTORNEY

Issuance of any type of power of attorney requires Principal’s personal appearance at the Consular section (booking an appointment in advance is required). The Consul certifies Principal’s identity and mental competence.

A power of attorney can be issued on behalf of one or multiple Principals in the name of one or multiple Agents.

Please note that the Consular section issues power of attorney only in Russian, so the knowledge of the language (ability to read and write is required). In other case, the applicant should draw up a power of attorney at an Iranian notary and then legalize it at the Consular section.

Required documents: the text of the power of attorney in Russian language in Word format (can be sent to the email of the Consular section - teheran@dks.ru), passports of the Principal (original and copy) and Agent (copy), a document confirming the place of registration of Principal and Agent. Review duration of the documents submitted for legalization is three working days.

VERIFICATION OF TRANSLATION

To verify a translation, one should book an appointment and bring copies of the original documents and translation ready to be verified.
